Pour oil into a large saucepot. Add in the onions & garlic. Cook 4 – 6 minutes until onions are translucent.
Stir in the rice and lime zest. Pour in the broth and half the lime juice.
Bring to a boil, reduce heat to very low and cover. Cook 15 minutes. Allow to rest 5 minutes.
Uncover and fluff with a fork. Stir in the scallions, tomatoes, reserved lime juice and cilantro. Season with salt and pepper as desired.
